Launch of the transfer route

22 September 2026

Transfer partners are European cities that join the partnership to monitor the pilot scheme and learn from it. Target? To promote the adaptability of the solutions tested and implemented in Be.SHARE to other urban contexts within the European Union, and to increase the chances of the scheme being replicated abroad and rolled out on a larger scale in the long term.

In the case of Be.SHARE, three transfer partner cities have been selected: Manresa in Spain, Jablonec nad Nisou in the Czech Republic (CZ) and Leeuwarden in the Netherlands (NL). They face similar challenges in terms of energy and climate transition and will take part in the transfer programme. They were in Brussels on the 3rd and 4th June for the Opening Site Visit.

The 4 stages of the transfer process in an EUI project (European Urban Initiative)

Stage 1: Making Sense of the Concept (± 3 months) and what is transferable/replicable
Stage 2: Local Lift Off (6 to 9 months)
Stage 3: Feasibility testing (minimum 18 months)
Stage 4: Preparing for Transfer (± 6 months)

Stage 1 – Making Sense of the Concept and kick-off visit, between June and September 2026

The first stage of the transfer process is for the Transfer Partners to gain a greater understanding of the Be.SHARE Innovation Project – what it is looking to achieve and do, who is doing what, how activities are being undertaken, and importantly which aspects are potentially transferable and replicable. This ‘Making Sense of the Concept’ commenced prior to and during the Opening Site Visit, which took place on 3 and 4 June in Brussels. Whilst every Brussels-based and European partner took part, it was the first opportunity to meet, present the project in detail, and share our experiences. Next, a visit to Maximilian Park gave the European cities a chance to see the reality on the ground. Further away, the visit into the sewers of the museum of the same name provided an opportunity to forge more informal links with the international partners. Their visit also enabled everyone to get acquainted with the methodology and the transfer process, under the guidance of Matthew Baqueriza-Jackson, the transfer expert assigned to this component.

Stage 2 – Local Lift Off, between September 2026 and March 2027

The second stage of the transfer process is for the Transfer Partners to start to reflect at the local level as to how they will start to replicate and transfer the principles and activities of Be.SHARE. In this stage, Transfer Partners will reflect upon how Be.SHARE fits within their local context and which local stakeholders should be engaged.

Stage 3 – Feasibility testing, between April 2027 and September 2028

The third stage of the transfer process is the longest and is designed to enable the Transfer Partners to test the innovative solution in their own contexts and explore the feasibility of replication and transfer into the future. It is also where the Transfer Partners will dive deeper into the activities in Brussels and host Site Visits in their own cities, for representatives from Brussels and from the other Transfer Cities. The aim is to gain a better understanding of local realities, learn from each other’s experiences, and identify courses of action that can be adapted to their own environment. The Transfer Partners will also start to develop their Transfer Study.

Stage 4 – Preparing for Transfer, between October 2028 and March 2029

The final stage of the process is the conclusion of the Be.SHARE project. A final visit to Brussels will be organized to celebrate the project’s conclusion. The Transfer Partners will provide an update on their feasibility tests and finalize their Transfer Studies. Brussels, with input from the transfer partners, will also finalize the Innovative Solution Model.
